Idaho's Veterans Treatment Courts: A New Path Forward
OFH is now a credentialed partner for Idaho's Veterans Treatment Courts — and it changes what we can do for the veterans we serve.

Idaho now has seven Veterans Treatment Courts operating across the state — including the newest, established in Kootenai County in fall 2024. In fiscal year 2024, Idaho's treatment courts served 2,279 people, with 613 participants graduating their respective programs. These courts represent one of the most promising developments in how our state responds to veterans who have fallen into the justice system as a result of untreated PTSD and substance use disorders.
Operation Forgotten Heroes is proud to announce that we are now a credentialed partner for Idaho's Veterans Treatment Courts, following the completion of All Rise national treatment court training by our Executive Director, George Hunter. This credential positions OFH to work directly alongside these courts to connect justice-involved veterans with the recovery support they need.
What is a Veterans Treatment Court?
Veterans Treatment Courts are specialized court dockets that recognize a fundamental truth: veterans who end up in the justice system as a result of behavioral health struggles are not criminals who need punishment — they are individuals who need treatment. Eligible participants must have their veteran status confirmed, have a diagnosed substance use or mental health condition, and demonstrate the willingness to engage in their recovery.
Participants are required to attend counseling multiple days per week, appear regularly before the treatment court judge, submit to randomized drug testing, and complete educational assignments. More than a decade of research confirms that these courts work — reducing recidivism, improving treatment outcomes, reuniting families, and producing measurable cost savings compared to incarceration.
What this means for the veterans we serve
Our partnership with Idaho's VTC system means that OFH can now provide structured, court-connected recovery support to justice-involved veterans who might otherwise fall through the cracks entirely. We bring peer support, case management, help navigating housing barriers, and connections to proven treatment — a continuum of care that goes far beyond what the court alone can provide.
